Board Summary 8-6-15

In a continuing effort toward creating a collaborative culture, please find a summary of the Scott County Board of Education work session on August 6, 2015. This is being forwarded to all employees and parents/community via e-communications. This is merely a summary and not to be perceived as official board minutes.


The August 6, 2015 meeting of the Scott County Board of Education was convened at 6:30pm at Georgetown Middle School.  During the Superintendent’s Report, Superintendent Patricia Putty expressed appreciation to staff for a strong start of school for the 2015-2016 school year.  Local law enforcement agencies and Scott County schools continue to work through traffic issues common for the start of school.  Superintendent Putty provided an overview of the guidelines for a tax hearing and the board agreed to hold the tax hearing on September 3, 2015 at 6:00pm prior to the start of the already-scheduled board work session.


Next on the agenda, a representative from Georgetown/Scott County Planning and Zoning discussed existing subdivisions, projected build outs on approved lots, and areas of growth.  This was a preliminary discussion in preparation for redistricting that will be necessary with the opening of Great Crossing High School in August 2017.  Board members requested a map of community growth by school district and encouraged continued partnership between Planning and Zoning and Scott County Schools. 


Mitzi Marshall, Director of Nutrition, presented introductory information about web and app-based interactive menu programs at the request of the board.  Mrs. Marshall will compile further information for comparison to see if a system of this nature is feasible for future use.  Marshall also reminded board members that Scott County Schools does not meet eligibility standards for the Community Eligibility Provision (CEP) which would provide free meals to all students.  The current free/reduced lunch rate for Scott County Schools is 36.19%.  Federal and state guidelines suggest at least 60% free/reduced lunch eligibility based on direct certification numbers for the CEP to break even.  These numbers are closely monitored throughout the year with a complete count submitted effective April 1 as required.  Marshall reiterated to board members that every step is taken to inform parents in a timely and thoughtful way of low account balances.  Scott County Schools also provides an online service through My Payment Plus where parents can monitor student meal accounts, make online payments, and set reminders for low account balances. 


Board Attorney Bob Chenoweth discussed the opinion of the Attorney General in relation to open-ended, non-specific items placed on a board agenda advising that topics like Board Dialogue do not communicate effectively to the public what will be discussed during these open meetings.  Chenoweth ensured the Scott County Board of Education that his law office is available to review agenda items and provide legal advice as needed.  Part of this service is availability by phone during board meetings. 


In other business, board members discussed policy updates and held continued discussion of GASB-54 committed funds.  Director of Finance Randy Cutright reminded board members that categories for committed funds were previously established by June 30, 2015 as required.  In July, board members applied dollar amounts to the specified categories.  Amounts can be changed at the discretion of the board as long as the money fits into one of the agreed-upon categories.  These questions were raised in an effort to fund water sealant repairs at Garth while still addressing paving needs at Central Office.


Director of Maintenance Dwayne Ellison provided an update on the recent structural mediation project at Garth which was completed before the start of school at a cost of $9713.85.  The committee established to review athletic program offerings will meet on Tuesday, August 11, 2015 at 6:30pm at Central Office.  The Scott County Board of Education will meet on Thursday, August 13, 2015 at 6:30pm at Georgetown Middle School.
