Meeting Summary

In a continuing effort toward creating a collaborative culture, please find a summary of Tuesday night’s Board of Education work session. This is being forwarded to all employees and parents/community via e-communications. This is merely a summary and not to be perceived as official board minutes.



On Tuesday, March 4, 2014, the Scott County Board of Education held a work session.  Principal Bryan Blankenship and fifth grade teacher Angela Schmidt shared information about Southern Elementary School during a dialogue with board members.  Blankenship provided an overview of the school’s K-PREP scores as well as a comparison between the scores over the past two years.  Students at Southern showed improved in the Achievement category and had significant improvement in writing.  Growth is the area highlighted for improvement this year. In addition to this summative assessment, teachers at Southern reinforce learning targets before, during, and after each lesson.  Students also monitor their own progress and take ownership for their learning.  Quality work is emphasized at Southern.  Schmidt discussed the development and implementation of the school’s writing plan which attributed to student growth in this area.


In other business, board members approved meeting minutes from February 11, 2014 and approved a donation to purchase uniforms for the Georgetown Middle School Soccer Team.  The board received a progress report for the Local Planning Commission (LPC).  The LPC will work to develop a Facility Plan for Scott County Schools by December 2014.   Superintendent Putty announced the orientation meeting of the LPC will be held at 6:30 p.m.  March 24th  at the Central Office complex.


Next, Superintendent Patricia Putty introduced Mark Wickersham, newly named Director of Safety for Scott County Schools.  Wickersham will work closely with community first responders and school staff and will oversee school and district emergency management planning.


With presentation from the architects of Sherman, Carter, Barnhart, the board discussed equitable softball and baseball fields adjacent to Lemons Mill Elementary being constructed in Phase II of the building project. Members discussed updates to make these fields competitive for high school athletics.  Items for discussion included fencing, drainage, dugouts, future concessions, grading, and backstop walls, padding, and netting, among others. It is the desire of the Scott County Board of Education to provide a quality foundation that would facilitate future enhancements of the athletic field.  The architect will now get price estimates and include in a proposal for board review.


The board then discussed the Request for Proposals (RFP) for an architect, the next step in the building of a second high school.  Superintendent Putty shared with the board that 17 firms expressed initial interest and, from that number, 13 responded to the RFP.  Board Vice Chair Joanna Fryman outlined the next steps which include a special meeting to discuss future plans for the second high school.  This will take place prior to the convening of the identified selection committee which will review the RFPs for architects.


Members of the board also discussed the necessary redistricting of voting districts for Board of Education elections. Superintendent Putty will work with Scott County Clerk Rebecca Johnson to schedule a meeting to discuss this process.


BCD Inc., a general contractor/construction manager company, then provided an overview of each of these positions as they relate to the building process of schools.  All of the data compiled by this company confirms that the most efficient and effective way for school districts to deliver building projects is the construction manager process.


In other business, board members previewed the tentative agenda for its next meeting scheduled for Tuesday, March 11, 2014 at 6:30pm at Central Office.  The school calendar will be an item for discussion at this meeting.  Superintendent Putty shared results of an informal survey of commitments of district teachers and staff for spring break.  Other items include policy first readings and the monthly field trip report.
