Board Summary

In a continuing effort toward creating a collaborative culture, please find a summary of the Scott County Board of Education work session on June 4, 2015. This is being forwarded to all employees and parents/community via e-communications. This is merely a summary and not to be perceived as official board minutes.

 

The June 4, 2015 work session of the Scott County Board of Education was convened at 6:30pm at Georgetown Middle School.  Superintendent Patricia Putty shared details for Scott County High School Graduation to be held on Saturday, June 6, 2015 at 11:00am at the Frankfort Convention Center before Architect Mike Smith and a team of engineers shared results of the geotechnical engineering report for Great Crossing High School.  Members discussed existing fill and the best methods to rework the available fill for distribution under the parking area, roads, and building.  Board members received the full report in the past week and had the opportunity to ask questions to structural, civil, and mechanical engineers during this meeting.  The architects and engineers assured members of the board that the typography of the property would be consistent and there would be no appreciable difference in terms of cost for site work if the facility was placed anywhere else on the 80 acre site.  Other topics included the potential of archeology finds on the historic property and an assurance that all members of the design/construction team, along with the Scott County Board of Education, strive to provide a strong, solid foundation and safe structural facility.  Great Crossing High School will be located adjacent to Elkhorn Crossing School on Frankfort Road/US 460 and will open in Phase I for 700 students in August 2017. 

                                                                                                                                                    

Next, members of the board discussed design of the new high school with architects from Sherman Carter Barnhart.  The building design is an additive process where architects continue to add levels of detail.  There will be a mock of exterior materials available in the coming months.  The facility will consist of 93,925 square feet excluding the media center and gymnasium.  The media center was not originally part of Phase I construction.  Through continual dialogue with members of the board, school and district leadership, teachers, students, and community members, the media center location was moved to a more prominent location in the building.  Because of this change, it will be more cost effective to include at least a shell of the media center during Phase I.  Please note, if the funding of the completed media center is not feasible during Phase I construction, students at Great Crossing will still have smaller media center, more commonly known as a library, to utilize upon the opening of the school.   The Scott County Board of Education will consider approval of design development documents at its meeting on June 11, 2015.

 

The board next discussed the Request for Proposals (RFP) for Central Office window replacement necessary due to hail damage from October 2014.  The windows will be insulated and commercial grade and will be consistent throughout the building including the glass block window feature currently on the front of the Central Office building.  Windows in areas used for storage on the backside of the building will be filled in by district maintenance staff and will not be replaced for cost effectiveness.  The RFP was approved.  There will be an advertisement period in local and trade publications.  The board also voted to approve the amended 2014-2015 school calendar and ratify the use agreement with Cherry Blossom Golf Course.  Upon ratification by the board, contractual fees will be paid to Cherry Blossom Golf Course on June 5, 2015.

 

In other business, Director of Finance Randy Cutright and members of the board discussed items that will be on the agenda for June 11, 2015 including approval for the certified athletic trainer, approval for the employee fidelity bond, approval for student drug testing, approval for the school treasurer’s bond, and review of GASB4-Committed Funds.  Board members then considered a district needs assessment list voting to approve instructional supplies, furniture, and technology for full day kindergarten.  The board also approved an increase in FY 2016 allocations for School Based Decision Making (SBDM) councils and will allocate funds for a playground fence at Anne Mason Elementary, Response to Intervention (RtI) progress monitoring software, furniture, middle school band equipment repairs/replacement, and choir keyboards.  The board will also provide a copier for Cardinal Academy, a phone system for Eastern Elementary, and security cameras for Northern Elementary School.  

 

Next members discussed the proposed policy changes for policies 03.1321 and 03.2321 related to school property use drafted by Board Vice-Chair Kevin Kidwell working in collaboration with Board Attorney Bob Chenoweth and the Kentucky School Board Association.  The outlined policy changes pertain specifically to the use of board owned vehicles.  Discussion included vehicle use of employees on call 24 hours per day to respond to schools and district-owned property in addition to consistent markings for board owned vehicles.  Members will receive a complete version of the policy with proposed changes to consider for a first reading at its next meeting.

 

Superintendent Patricia Putty and members of the Scott County Board of Education then discussed future dialogues with schools.  At the June 11th meeting, District RtI Coordinator Robin Taylor and school principals will be on hand to discuss student MAP scores and similar assessments to focus on student growth.  Deborah Haddad, Principal of Western Elementary School, and Lori Beth Mays, Principal of Lemons Mill Elementary School, will share information about an innovative grant at the August meeting of the Scott County Board of Education.  During the 2015-2016 school year the board will host one school per month at its regular meeting for continued dialogue between board members and schools. 

 

Board members elected to use a community voting process to decide the name of Great Crossing High School.  Members will use a similar process to select the school mascot and colors.  During the Name Your School campaign, students and community members submitted ideas for mascot and colors.  Board members will review this extensive list and narrow top selections which will be available for community vote on the district website.  Members next discussed extra-curricular activities and facilities for Great Crossing High School.  There are few board-owned fields and athletic facilities for Scott County High School.  The objective is to provide a full complement of offerings for Great Crossing to mirror those available at SCHS.  Ideas discussed include use of facilities at Georgetown Middle School and Georgetown College as well as the potential for practice areas on the property of Great Crossing High School.  Board members also discussed future steps to seek corporate and community support for funding of athletic and educational facilities.  Board Chair Haley Conway, Board Member Jo Anna Fryman, and Superintendent Patricia Putty will work as a sub-committee to research sponsorship opportunities.

 

During a discussion of employment opportunities for Scott County Schools, members spoke specifically about two positions in the Transportation Department, Driver Trainer and Assistant Route Supervisor.  Director of Human Resources Dr. Rick Culross and Director of Transportation Roy Prince noted there are 90 buses in the fleet with 86 drivers and 72 current bus routes in a growing district.  As a team, the Transportation Department has been able to train 29 school bus drivers this year.  Even with this increase in trained drivers, it becomes difficult to effectively staff necessary driver positions on a daily basis for bus routes and student activities.    Board members discussed the necessity of the Driver Trainer and Assistant Route Supervisor positions.  Culross and Prince stated the importance of these positions in a highly efficient department with fewer employees now than year’s prior.  Both articulated to the board that they could not recommend abolishing these positions.  To do so would become an issue of student safety.  Fewer drivers trained would result in too few drivers to operate the district’s daily routes.
