Board Meeting Summary

In a continuing effort toward creating a collaborative culture, please find a summary of the Scott County Board of Education work session on October 15, 2015. This is being forwarded to all employees and parents/community via e-communications. This is merely a summary and not to be perceived as official board minutes.

The October 15, 2015 meeting of the Scott County Board of Education was convened at 6:30pm at Georgetown Middle School.  At the meeting, board members reviewed plans for Great Crossing High School.  Discussion included specifications provided to Lynn Imaging used by construction companies to submit bids for the project.  Adjustments noted by the board include a driveway to allow building access on the north side of the property as well as the type of retainer wall identified in the current specifications.  While there are several types available at varying costs, project engineers recommend a ready rock stackable material that will provide long-term cost savings as it can be reused in later phases of construction.  Other topics included geothermal test well sites, radon mitigation, and fill materials. 

Next on the agenda was the site preparation package for Great Crossing High School.  Phase I of the school is scheduled to be complete and ready to open in August 2017 for 700 students and was unanimously approved by the Scott County Board of Education in March 2015.  Superintendent Putty provided an overview of Phase I which includes: 21 regular classrooms, 1 special education classroom, 4 resource classrooms, 3 science lecture/laboratory rooms, 1 art room, 1 shared band/vocal music room, 1 vocational agriculture multi-purpose room, 1 multi-purpose family and consumer science room, a temporary media center, kitchen and cafeteria to accommodate 1500, part of the administrative suite, and custodial receiving.  A gymnasium, never included as part of Phase I construction, is listed as an alternate if bonding potential is available for construction.

Board member concerns include location of the building on the site, opportunities for cost savings, and availability of athletic facilities.  Members discussed a delay in construction of the second high school until other possible locations on the site are fully vetted.  To date, cost of the facility exceeds one million dollars.  Another proposal was delay of construction until funding for athletic facilities becomes available.  If not approved, current site preparation bids and contracts will expire on November 1, 2015.  Members discussed the possibility that a delay could increase the estimated cost of the project.  Approval of the plans/specifications and the site preparation package will be listed on the agenda for approval at the next meeting of the Scott County Board of Education scheduled for Thursday, October 22, 2015 at 6:30pm at Georgetown Middle School.

Next Chairperson Haley Conway shared a statement prepared by a committee formed by the Board of Education to review the use and availability of athletic facilities in Scott County including those owned by Scott County Schools, Georgetown College, and Georgetown/Scott County Parks and Recreation.  The committee was not a decision-making body but reported results from their community assessment which found limited available resources given current scheduling.  The committee expressed the need for a long range plan to support athletic facilities for Great Crossing High School and the community.

Superintendent Patricia Putty shared results of the state assessment administered in the spring of 2015.  Scott County Schools is a Proficient school district missing a Distinguished ranking by three-tenths of a point.  Stamping Ground, Northern, Royal Spring, and Western were ranked Distinguished with Stamping Ground and Northern earning the prestigious School of Distinction designation.  Anne Mason, Eastern, Lemons Mill, Southern, Scott County High School, and Scott County Middle School ranked Proficient.  Garth and Georgetown Middle were in the Needs Improvement category.  Scott County Middle, Anne Mason, Southern, and Garth showed significant improvement using regular, ongoing, balanced assessments to identify student learning needs and respond to individual needs with specific interventions.  Goals for each school will be further developed in each School Improvement Plan.

In other business, board members tabled the approval of a common carrier to transport Scott County High School Band to New York City before hearing a presentation from district administrators regarding a 2016-2017 alternative calendar waiver.  Initially requested by the board, the preliminary discussion included information about pilot school districts which used non-traditional instruction days in 2014-2015.  The waiver allowed districts to provide work to students on snow days which, if approved by the Kentucky Department of Education (KDE), could be counted as instructional days.  Administrators discussed advantages, which include a more reliable date for the last day of school.  Items that must also be considered carefully before proceeding include the method, delivery, and quality of instruction, availability of technology for students during snow days, communication to parents, and days of work for both certified and classified employees.  Board members encouraged district administrators to gather input from all stakeholders, including teachers and parents.  The due date for submission to KDE is May 2016.
